Canada-Newfoundland and Labrador Offshore Energy Regulator (C-NLOER)

We are excited to share that on June 2, 2025 amendments to the Atlantic Accord Acts came into force. These amendments expand the Canada-Newfoundland and Labrador Offshore Petroleum Board’s (C-NLOPB’s) mandate to include offshore renewable energy development and have renamed the C-NLOPB to the Canada-Newfoundland and Labrador Offshore Energy Regulator (C-NLOER).

Since the signing of the Atlantic Accord Acts in 1985, the C-NLOER has provided regulatory oversight of Newfoundland and Labrador’s offshore oil and gas resource development with a mandate that included offshore safety, environmental protection, resource management and industrial benefits.

With almost 40 years of regulatory experience, technical expertise and administrative capacity, we are well positioned to take on this new and exciting transition.

As always, our focus remains on maintaining the highest levels of safety for offshore workers and environmental protection and we will continue to maintain these priorities throughout the energy transition.
