The Canada–Newfoundland and Labrador Offshore Energy Regulator (C NLOER) is announcing the details of the public review of the Bay du Nord Development Application.
The review will be conducted in accordance with the C NLOER’s Terms of Reference under the Atlantic Accord Acts and is designed to provide the public with an opportunity to learn about the proposed project and share their views.
Public Review Period and Participation
The public review period will be open for 60 days, from June 22 to August 20, 2026.
During this time, the public will be able to participate through in-person and virtual sessions, as well as written submissions.
Schedule of Virtual and In-Person Sessions
Registration details will be available on the C-NLOER website prior to the information sessions. Written comments, technical analyses or requests for clarification may be submitted during the review period.
Independent Facilitation and Next Steps
An independent, third-party facilitator will lead the information sessions and gather input from participants.
The public feedback will help inform the C-NLOER’s assessment of whether the Development Application complies with the applicable legislative and regulatory requirements.
C-NLOER staff will prepare analyses and recommendations to Regulator Members (“the Board”) regarding conditional approval or rejection of the Benefits Plan and Development Plan, the latter of which will then be subject to a Fundamental Decision requiring government approval.
