C-NLOER Receives Bay du Nord Development Plan Application from Equinor

The Canada-Newfoundland and Labrador Offshore Energy Regulator (C‑NLOER) has received a Development Plan Application (DPA) package from Equinor for the proposed Bay du Nord project. The DPA package includes the proposed Development Plan, Socio-Economic Impact Statement, Concept Safety Analysis and Benefits Plan. Documents that are not commercially confidential  are now available to the public on the C‑NLOER website.

C-NLOER staff have begun a completeness review of the DPA package to ensure it has sufficient scope and content to allow them to initiate their regulatory assessment. Any additional materials identified as necessary during the completeness review will be posted on the C-NLOER website, unless they are deemed commercially confidential. Details of how and when external parties can contribute to the C-NLOER public review will be announced following the completeness review.

Following their regulatory assessment and using information gathered from the public review, C-NLOER staff will prepare a  Staff Analysis, which will form the basis of recommendations for Regulator Members (the Board) to consider in determining whether the project as proposed is in the public interest, and what if any conditions would be necessary for the project to proceed.

Approval of the Benefits Plan is a Regulator Member (Board) decision. Regulator Member (Board) approval of the Development Plan is a fundamental decision, subject to further approvals by the federal Minister of Energy and Natural Resources and the provincial Minister of Energy and Mines in accordance with the Atlantic Accord Acts.

The C‑NLOER is committed to transparency throughout the review process. Information on the Application can be found on the C‑NLOER website and updates will be provided as further information is available.
